The Network’s core mission is to scale up the use of recycled and reused materials in construction – moving beyond pilots and into everyday building practices across the Nordic region. We also work to accelerate new business opportunities and innovation around reused building materials and components.

Reducing Climate Impact from Construction
The construction sector and construction procurements have large potential for reduction in climate impact. The network aims to achieve CO2 emission reductions by utilizing more actively recycled materials in construction and through renovation that preserves materials and structures.
Nordic Network on Construction Materials
Led by Motiva Services Oy, Finland. The Network held its first meeting in November 2025, and includes the following member organizations (per December 2025):
- Finland: City of Helsinki
- Finland: Tampereen tilapalvelut
- Finland: Lounais-Suomen jätehuolto
- Finland: VASO (Provider of right-of-occupancy housing in the Turku region)
- Finland: The Finish transport infrastructure agency
- Norway: The Norwegian Agency for Public and Financial Management
- Norway: City of Aalesund
- Sweden: HBV (Purchasing function of Public Housing Sweden)

Apply for funding for circular innovation projects
As part of the programme, we have established an innovation fund of a total of 3 million Danish kroner. The scheme aims to support municipalities in testing and scaling circular solutions that can reduce emissions and costs related to municipal procurement. Municipalities can apply for up to 750,000 kroner per project. Previous projects show that funding can be crucial for achieving success.
