Digdir Peppol Authority has obligations for those that have signed a contract with OpenPeppol through Norwegian Digitalisation Agency.

Agreement with OpenPeppol with Digdir

New Access Points that would like to be a part of the Peppol network has to make an agreement til a Peppol authority. You can do so by signing the agreement with Digdir. Find your domain(s) that you would like to operate within. You can operate within one or more domain(s).

You that has signed a Peppol TIA (transport agreement) must remember to do:

  • Updates of the Peppol TIA for Annex 1,2,4 and 5 are published. You must fulfil the new requirement that are required to be a part of the Peppol network by October 2019.
  • EHF/Peppol BIS billing 3.0 is mandatory in OpenPeppol from 18th April 2019. There is an optional use of earlier versions until 31st December 2019. After this date there will not allowed to send or receive other format then EHF/Peppol BIS billing 3.0.
  • EHF/Peppol BIS billing 3.0 used the new ICD0192 and not ICD9908. When you do a lookup in the SMP you must use both ICD to find receivers that can receive eInvoices. After 31.December 2019 only ICD0192 can be used.
  • All Access Points must use the exchange protocol AS4 from February 2020. For those that are using Oxalis as exchange protocol for AS2 can also use Oxalis for AS4 using the AS4 plug-in
  • New PEPPOL agreement will be introduced in 2020

In Norway we it is common to use the Norwegian SMP called ELMA. Access Points operating with Norwegian receivers of messages are recommended to use ELMA.

If you are to make a SMP for receivers outside Norway you must make your own SMP or buy the service from an existing SMP service provider.

To find a receiver in the Peppol network use Peppol Directory or for most receivers in Norway you can use the ELMA lookup.

Norwegian Digitalisation Agency has developed a program for exchanging messages between Access Point in OpenPeppol - Oxalis
Oxalis is the most used exchange message program in the Peppol network. Oxalis is also used in OpenPeppol testbed. Oxalis is compliant with EU-commission CEF project and is listed on CEF conformant page.

PEPPOL network - SMP (ELMA)

Digdir has developed a SMP (ELMA) for the Norwegian marked. ELMA contains all receivers that can receive EHF/PEPPOL BIS messages via the Peppol network.
Receivers in ELMA can be viewed on the ELMA site at Digdir or Peppol Directory.
